Organization The Occoneechee Council Conservation Committee is formed as a sub-committee under the Activities and Civic Services Committee reporting to John Roberts, VP of Program of the Executive Committee of the Occoneechee Council. The Occoneechee Council Conservation Committee shall be responsible for:
- Preparation and regularly updating the Council’s Master Conservation Plan
- Administer the conservation-related activities of the Occoneechee Council, BSA (hence forth referred to as the “Council”).
- Advise the Council and its Districts regarding issues of conservation-related awards administered by the Boy Scouts of America at the District and Council levels and process them as required.
- Administer the Conservation-related Merit Badge Program by marketing the various merit badges and recruiting qualified merit badge counselors.
- Administer and manage conservation/environmental-related special projects as defined by the Special Projects sub-committee.
- Foster and manage relations with federal, state, and local conservation agencies on behalf of the Council.
- Foster and manage relations with local and regional professional and non-governmental organizations (NGOs).
The Occoneechee Council Conservation Committee will be composed of at least 9 volunteer members. A Chairperson (appointed by the Council), a Vice Chairperson (selected by the Chairperson), the Staff Advisor (non-voting), the Awards Sub-committee, the Scouting Conservation Program Sub-committee, the Special Projects Sub-committee, the Liaison Sub-committee, and the Member-At-Large Sub-committee (primarily members of the professional environmental/conservation community and related public agencies). The Council Conservation Committee will follow process and procedure as set forth in Roberts Rules of Order. Voting on issues before the Committee shall be voted upon by the chairpersons (or their designated representative) of the 5 sub-committees and the vote of the Vice Chairperson. The Chairperson will vote only in the event of a tie.
